In 2017, the Arkansas General Assembly passed the Partnership for Public Facilities and Infrastructure Act (“PPFIA”). PPFIA allows state agencies to partner with private entities on capital improvement projects that benefit the agency and the general public.
Commonly called a Public-Private Partnership (P3), this project procurement method is an innovative way to make the operation of a state agency or higher education institution more efficient and economically viable in these uncertain times. Read more about the Foundations of P3 in Arkansas here.

Rob Guthrie
With over 15 years of experience, Rob is a qualified leader in helping clients realize long-term operational savings and is experienced in developing public/private partnerships, power purchase agreements, energy savings performance contracts, and energy asset concessions.
Ryan Corrigan
Ryan is a registered Professional Engineer with expertise in energy engineering. He works to develop comprehensive energy conservation programs that increase system reliability and lower utility costs for higher education and municipal campuses.
Larry Watkins
Larry specializes in construction law and project finance, including design and construction contracts, project finance, and business and tax matters. Based in Arkansas, Larry has experience in all types of project delivery and an intimate understanding of the State’s regulations.
Jeff Swann
Jeff is an Executive Fellow at Bernhard where he assists in development and execution of structured transactions for clients across the nation. He has nine years of experience in law and holds a Juris Doctor from the University of Arkansas at Little Rock.
