Bernhard (previously ETC Group) managed three providers to perform building commissioning for the new Utah State Correctional Facility campus. Program facilities have been characterized as a “small city,” totaling 1.25 million square feet, 31 buildings, and 4,000 beds over 323 acres. The new prison will house about 3,600 inmates,  1,200 employees, and up to 2,000 volunteers. Bernhard was a part of this project since the design phase working with the Design team(s) and Owner to identify their requirements.

Bernhard helped to deploy standardized methodology with the building-level teams across all system types, including Mechanical, Electrical, Plumbing, IT, Security, Fire Life Safety, Communications, Medical, Food Service, and Transportation. As correctional facilities involve specific needs for heightened security system, fire/life safety system, and MEP system, establishing communications between different systems and deciding on the hierarchy were critical and challenging issue.

We have also installed Fault Detection and Diagnostics (FDD) system and provided Monitoring-Based Commissioning service continuing our work with the facility in an ongoing commissioning role.
